The displayed table is the historical analysis of population changes between 2000 and 2010 census dispelling much testimony and dis-information into the public record. Redistricting and constructing a new map is a building process. Through public testimony much is learned which creates opportunity to update map boundaries to incorporate new ideas as the public progress moves along.
While the board may have selected 2 plans of their own along with 4 other 3rd party plans frozen in time, all have continued to update their maps while the old maps are displayed on the road show.
